The detailed plan draft for the development of Elielinaukio and Asema-aukio – enabling the Uusi Eliel project – was approved by the City of Helsinki’s Urban Environment Committee on May 27, 2025, as a basis for further planning.

Elielinaukio, which is both historically and urbanistically significant, is not currently a pleasant or inviting urban space. From the beginning, one of the main goals of the Uusi Eliel project has been to transform the area into an attractive, pedestrian-friendly environment. In line with Helsinki’s city strategy, the vitality of the city centre will be enhanced not only by improving pedestrian attractivity but also by increasing the availability of services and office spaces. The Uusi Eliel project will bring new shops, services, and modern office spaces—highly demanded and ideally located in terms of public transportation—into the heart of the city. The development will strengthen the service offering and introduce a significant number of new jobs, generating a wide range of positive impacts on the vitality and activity levels of the city centre.
When approving the detailed plan draft, the Urban Environment Committee emphasized that special attention should be paid in the further planning stages to the openness and walk-through accessibility of the ground floor of the new Elielinaukio building. Additionally, the committee highlighted the importance of coordinating the development of Elielinaukio with the previously decided transformation of Kaivokatu into a public transport street, as part of efforts to strengthen the vitality and appeal of Helsinki’s city centre.
Preparation of the detailed plan proposal will begin during the summer, with the goal of presenting it for public review by the end of 2025.
